How to load a dictionary of country names to a String Field in ArcGIS?

I have a polygon feature class with a field named Country (of type String) that has the names of various countries. The issue I have is that this is a multi-year dataset and countries have been added and removed in the past. When this feature class is loaded into ArcMap it takes time to load data and I would like to load the names already loaded and not reloading another of the over 5000 that are listed.
I have loaded multiple shapefiles that have a polygon shape with string fields called FIPS and State names. I was wondering if there is a way to load a dictionary like this into a string field?
The source dictionary would look like this:
